Returning an Energiser

Shane the owner of Als precast removed my fence energiser and left a replacement saying that he will return it once it us repaired. That was over a year ago. I gave called and setup dates and times with him to bring the energiser back but he just does not pitch up. He then won't answer the phone, return calls or messages.
