Manager laughs at complaint

This morning I complained telephonically to the manager, Jade, about his workers blocking the entrance to my property, he laughed and asked why I did not complain before. I told him I would contact the church next door ( he is their contractor) as it was obvious that he thought my complaint was not to be taken seriously. I find his unprofessional attitude insulting and disrespectful. For the past week he has been working at the church organisation next door. Ive complained a number of times about the blockage of the doorway, however no corrective action was taken. On Friday they put a red ribbon over the doorway, blocking access completely, today again the doorway was blocked by cement, stone and 3 workers.
