Stipend complaint

I would like to lodge a complaint against Ceta Eastern Cape and Master Artisan Training Centre in East London for not paying our stipend since last year,we tried to call the local Ceta office but calls are not going through and no reply to our emails to Chriscentia who works at office, please assist we are struggling to attend classes we have no money for transport
