Ceta Stipend

I would like Ceta and Master Artisan Training Centre in East London to be investigated for not paying the apprentices their stipend, they are struggling to attend classes as they have no money for transport, please can anyone assist because it is clear that there is corruption going on here. I am writing this as a concerned parent.
