Contractor was paid 75% deposit and completed only half of the job and disappeared

I paid Christo van Niekerk owner of DC Fencing & Projects Herm**** a 75% deposit for installing a galvinized palisade fence with gate in Gansbaai, he completed less then half of the project and disappeared, after various false promises and 3 months later the project is still not completed, he also operate as Aquatech Waterproofing under the same number in Herm****
