Second hand goods

I bought a tumble dryer from this guy, he gave me 3 months guarantee, after a few days I told him that it is not drying the clothes, he said he'll collect, which he never did, than he said I must drop off the dryer at his house which I later did, he promised to refund me within 7days, until this day I have not received a cent from him. He is a Scammer!
