Municipality interfered with my water meter , now it is continuously running

Yesterday I had reported to the municipality that my water meter might be faulty or is leaking as the meter continues to run even if the mains are turned off, as I still await their response. The meter was running fine, until someone from municipality came through and interfered with it or replaced it with a faulty meter.i will be taking legal actions if not is done soon.
