illegal plumbing approved by Julian Hill from Hillside Plumbing

Hillside plumbing... I have purchased myself a new home, and was given a compliance of water certificate. Which was inspected and approved, by a Julian Hill. Upon moving into my new home, i noticed my water meter runs none stop. Aswel as the HUGE water leak INSIDE the wall was not fixed. Now i understand the certificate is not for the plumber to fix...but its for the plumber to inspect and once happy to then only sign off if all is in order. Julian Hill was then re-assigned to come back to my home and re – inspect....he was more shocked than what i was. Which I now see, he signs off compliance certificates, without doing any sort of inspections. He promised to call me the very next day to arrange moving forward how his going to have this leak fixed...I am still waiting for this Julian Hill to come out and fix or even call me, it’s been a month. I then got a professional plumber to quote me, and he was shocked and told me... never mind the leak, the PIPES are connected illegally that alone should not have passed through for compliance. But Julian Hill approved it...So i would like Julian Hill at Hillside plumbing to pay for this quote...seeing that HE approved an illegal certificate...I have been calling and mailing EVERY SINGLE day...still no response.
