OFFICE OF THE HEALTH OMBUD 79 STEVE BIKO PRINSHOF PRETORIA 2022-03-
ATTENTION PROF. MAKGOBA
Dear Prof. Makgoba
COMPLAINT AGANST: HUMANSDORP PROVINCIAL-PUBLIC HOSPITAL & LIVINGSTONE HOSPITAL PORT ELIZABETH
The basis of our complaint is clearly set out in our official complaint as per our e-mail addressed to Dr. Aaron Mtsha dated 7 March 2022 and is self-explanatory. However, for the sake of completeness we set out our complaint herewith in detail
➢Our company is registered with the Compensation Commissioner: Employer Reference No: 990000457523 and therefore our staff is entitled to the best medical care available.
➢On Friday, the 4March 2022, at 11:15, our employee Mr. Z.V. Kungwayo suffered an injury (broken kneecap)at work and was taken to the Isivivana Private Hospital immediately. Reception at casualty was instructed thar the injury was an IOD, and our employee was covered with insurance from the Compensation Commissioner. Reception at casualty did not have available the form “Employers First Report of an Accident” W.C1.2” and we were told to go back to the farm to complete the “form (Employers First Report of an Accident” W.C1.2). The completed form was taken back to the Hospital immediately but an employee, Mr Breakfast refused to accept the form and mentioned that a Dr. Witbooi first had to complete the report as the practitioner who first “treated’ our employee. At that stage no treatment had been given to our employee at all.
➢Late on Friday afternoon, and not receiving any medical treatment, somebody decided that our employee should be transferred to Livingstone Hospital in Port Elizabeth and arrived at 00:45 at Livingstone Hospital on Saturday. Our employee was told that that the Doctor on duty does not work on weekends and refused to attend to the patient because he did not have his barcoded ID book with him.
1
Only on Monday morning. nearly three days after our employee was admitted to Life Isivivana taken to x-rays, but no x-rays were taken. We contacted the Ward Sister and she told us that she is waiting for Dr Witbooi’s report. Our report, however, was then already submitted to Livingstone Hospital and the Compensation Commissioner.
➢How our employee ended up in Livingstone Hospital, we do not know. As mentioned, our employee should have been transferred from Isivivana Private Hospital in Humansdorp to Green Acres Private Hospital.
➢Due to various red tape and incompetent personnel, our employee was only transferred to Green Acres at 11:25 on Tuesday 8 March 2022.
➢We therefore have no other option as to view the Humansdorp Hospital and the Livingstone Hospital, not as medical centers, but as torture centers. How in heavens name can medical centers let a patient with a broken kneecap lie in a “hospital” without attending to that patient?
➢If this is the type of medical care, we as citizens in South Africa will be experiencing with the new National Health Insurance?
Furthermore. On Monday morning, 7 March 2022, we sent an Official Complaint to Dr. M.A. Mtsha, Nursing Services, Humansdorp.
We reported the incident as we have reported it above. ( See the attached mail)
We received a reply from Dr. Aron Mtsha the same day ( See his reply attached)
We then also on the same day replied to Dr. Mtsha’ s mail as well as our reply regarding the wrong e-mail address he supplied us with. (See our reply attached),
The main issue regarding the above correspondences with Dr. Mtsha were that:
❖Dr. Mtsha did not grasp the issue regarding what treatment a Compensation Commissioner’s patient is entitled to.
❖Dr. Mtsha did not grasp the fact that a person got injured early on a Friday morning and on the following Monday his hospital staff have not attended to a patient that should have received top medical treatment.
❖Dr. Mtsha was only concerned about so called “rudeness” but does not know the difference between rude, agitated or disgusted.
❖Dr. Mtsha was only concerned about our accusation of incompetency which is an undisputed fact and this Medical Doctor, is not at all concerned about the fact that the patient was admitted on a Friday and that all the paperwork was handed in on that day and not the next day as stated by his staff and that a patient suffered.
As from the time of the accident we had to constantly phone our employee on his cellphone, because they are not allowed to phone out and if it wasn’t for an employee of Green Acres Private Hospital, Colleen Williams, would have still been battling Livingstone State Hospital.
A staff member had to make approximately forty calls to assist our employee and to get the best treatment for him.
This type of medical care rendered by medical hospitals, is appalling if not horrific, to say the least and we will also report this disastrous medical experience to social media, helopeter.com, and Carte Balance in order to enlighten citizens of this country and the world, the plight of the sick in South Africa.
Yours faithfully
Rob Malan Managing Director SimSo Wildlife CC
