I & S Motors Bad Customer Service

I have been waiting for my Quantum registration certificate from I & S Motors as from 28th November 2020. I made a lot of phone calls & was told by I & S consultants that they will send docs to me early last week but still today I received nothing, they keep on telling me they are still waiting for the Traffic Department to provide them with the certificate. I'm worried & frustrated because I am losing alot of money on airtime trying to make a follow up on I & S Motors and the Quantum is standing it's not operating because I can not licence it without registration documents.

How will the van be able to pay for itself if it's not operating? time is against me. What language must I speak in order for me to be heard by I & S Motors?
