Possibly a **** or just very poor service, unsure at this stage

I am very dissapointed in how they have handled my case. They tell you to pay a fee whereupon after they payment has been completed they will send a report to the credit bureau and your name is cleared in 30 days. End November i was paid up for the service you provide. It is March already and it has been 3 months of excuses on excuses and no feedback from you guys unless i whatsapp and ask whats going on. Now they are saying that some system is offline and they cant submit my report, this report should have been sent in December already. Im starting to feel like i have been ****med.
