Traffic fines

Am a 46 year old trying, to renew my driver's license but I just found out am blocked due to traffic fines, my license has expired eight months ago, I have been send from piller to post unemployed for 7 years I have no means of income to pay this traffic fines, I have been pleading with the department to unblock me so I can renew my driver's license so this is the last month to renew it am very depressed a lot cause I was even promise employement somewhere but due to this state I can do anything please help
