Unable to male contact for documents.

I need to get documents from Merseta for a job opportunity. I was told to go directly to their main office and request the documents, when I got there I was given two Email addresses which I had to mail to request the documents. I did so immediately, after a week still no reply, I have phoned every phone number they list in the whole country, one rings with no answer, the others gives a busy tone. What am I supposed to do now?? They are playing with my future. Three weeks with not even one reply.. Absolutely pathetic.
