Carwash paid for and not delivered

I would like to warn people I bought a Carwash from Deon Bester on the 28 July and till today I have not received my Carwash. On the invoice he clearly stated delivery in 7 days. It’s been 2 months now and still no Carwash. There is always an excuse for delivery. Because delivery fee was too high for him, he went and made the 3m pipe into a 1.5m pipe so the parcel is lighter. So I also am not getting what I paid for and promised for. He has dropped the phone in my ears 2 times now. I was supposed to start my Carwash this month I have to pay rent for the stand I also need to pay my employee a salary but I don’t have a Carwash…. All I want is my money back or my Carwash.
