No certificate for training done

I did a matrix course in n4 engineering studies in 2022 I wrote my last exam ever since then i have been waiting for my n4 certificate every time you phone them they will tel me that they are stil waiting for the certificates from the department of higher education surely it can’t take this long from January 2023 til now I have not received any certificate
