My Money is missing! 745 USD is gone!!!

I am very disappointed by netteller and paysafe services. I did a withdrawal of 745 USD on the 12 of this month and the bank declined the funds and sent it back to netteller on the 20. That where the funds went missing and I've been trying sending emails to netteller but I am not getting any help. It supposed to be back by now.
