Geyser Disaster

Netherby Solar in Port Elizabeth installed a solar geyser for us. We have repeatedly complained that the water isn't hot unless we use Eskom power. They say the tested recordings are normal BUT the water isn't even warm. Their recommendation is to get a second opinion. They are not going to investigate any further. Why recommend and install if it doesn't work properly?
