Poor service

Bought a laptop July 2016. January 2018 my Windows expired. Took it back had to pay R400 to relaod new Windows, after struggling to get a hold of the owner. July 2018 my Windows expires on the 16th of July,contacted the owner, he said that I should let him know when I have time to fix it. I let him know, he didn't come back to me. Asked him again just to find out that the shop is closed. Not knowing if it is permanently or if the owner is just on holoday. This seems a bit unreasonable as he is aware that I need to use my laptop on a daily basis and that I cant use my laptop without Windows.
