Delivery guy has not permit

my colleague and i ordered lunch on her app from something fishy in auckland park .when the delivery guy Alli come to deliver , they would let him into the office park as he wasn't carrying his permit.I do not understand how they do not check if the delivery staff has all the requirements to be able to work. As a result we got our food an hour and half later cold.
