Refusing to send me a payment arrangement confirmation SMS or Email

I have not been paying my Edgar's account and it was handed over to Transactional Capital recoveries. I just found a job and they require a payment arrangement confirmation and TCP is refusing to send me. Telling me I need to have atleast 3 months payment. I wonder how I will pay without a job. SHAME ON YOU. I AM NOT REQUESTING FOR A PAYMENT LETTER BUT A PAYMENT ARRANGEMENT. I WONDER IF WHAT THEY ARE DOING IS LEGAL!!!!
