Claiming UIF and no feedback

In 5 years I've never heard of the UIF, but I accepted it. This was with my first born. With my 2nd child, which is now 17 months old I submitted everything and more, and I've done this about 7 times. I've been doing it online, I've been to their offices, I ask and plead for assistance, but nothing. What other processes do one follow to make this quicker? Do I once again just leave it and move on? For 14 years I paid UIF, and now I don't get to claim it. Please explain to me?
