Bad management

My windows was smashed by a golf ball on Thursday before Easter weekend, went to report it at the golf course was told by Mr Cloete they will send someone to fix it, when I contact the club again was then told by Candice I must get a quote and have pics because they then have to claim from their insurance. When I went their on the Tuesday after the Easter weekend was then told by the manager on duty Mr Baker that their policy have change if you live close to the golf course and I ball goes through your window, you have to claim from your own insurance or have it fixed, it is not your responsibility. So malicious damage to your property and d they dont take responsibility unless we know who the member is that did it, so how do you find that out if we not given that information. So how do we go from no we will send someone to fix it to no it's your responsibility
