STAR FINANCIAL SERVICES - Fraud and rogues

HI , this company is a fraudulent as they have asked me to pay an insurance amount and pay the first installment up front which i did. I did some research and also call then numerous times but now they cut my call. Do i open a case of Fraud here ? They seem experienced at this also
