Empty, expensive promises with no delivery

My Gran ordered shoes online at the beginning of the year, and we're STILL waiting for them. She keeps on getting notices that they have her package in storage, but she has to pay extra shipping fees, and import fees and import tax and I don't know what else. What nonsense is this? Why can't they just deliver her package? So gatvol, this is nonsense.
