No Delivery of Building plans after Deposit made

Jason Riley Design offers the service of drawing Building Plans but then request a deposit and never delivers the completed Plans. He then disappears and does not take calls. He has taken our money and has not returned. It is now more than 5 months and no contact refund received after he promised to refund the deposit due to non delivery of service.
