Bad service

We've built a Nutec structure in my backyard for my parents (pensioners) in November 2014 and the company who did the building had the electrician Ismail, who did the electrical wiring in the structure. We've paid him to have a prepaid electricity meter installed in my parents home. He told us he would go to the City Council, to get the box and come install it, within that week. After numerous calls, whatsapp messages to him, where he replies and makes appointments to make sure someone is home, he just never come. its almost a year now, and still no Ismail. My parents are frustrated, because of his delay, my prepaid electricity expenditure has now been moved to high consumption. on the day of the appointments he opts to rather not answer his phone. I've requested to have our money paid back then we can ask someone else to assist, but he refuse and say he will finish his own work. Please help us get this sorted. I'm at wits end with this man and doesn't know where to go to report him. We've contacted the builders who did the work, and even they have been struggling to get a hold of Ismail. I jst want to make sure that he doesnt do this to anyone else again.
