Problem with garage

On the 7th I bought a R50 000, and they charged me another R1000 of admin fee plus R4500 for C.O.R. So the total price was R55500 , I did not take the car that day becuase I was waiting for my loan to be approved. I came on the 9th when loan was approved and paid the above total amount cash, than after I have paid all the money, they told me about a R2200 \first time owner fee"which they didn't mention in the first. So I didn't pay that money and that led to them holding my original ID and the logbook of the car til now. """
