Substandard work , dishonesty

I paid a deposit for 2 rooms' parquet flooring to be installed. After several complaints about the standard of workmanship I asked for the second room's dep back but he refuses. He uses unskilled labour , there is no supervision and he is very rude when you query the work. I will discourage anyone to use him.
