Pay-for-votes baby beauty competition

Something doesn't make sense. There is a baby competition run by www.myMOSTbeautiful.com which requires you to pay for the votes you cast. This means the more votes you buy, the better your chances of winning the competition, regardless of what your entry actually looks like. Doesn't seem fair to me.
