Refusal to electricity reconnection

I am currently dealing with an asshole that refuses to reconnect my electricity even after I had made arrangements to pay the owing amount. My electricity has been suspended for over 24hours and now I cannot even do my work due to electricity cut. I have been communicating with Andre and Nadine Bisset and the agreement was reached via email. I have to sign documents but due to the electricity suspension I am unable to use a laptop for signing. This is so inconviniencing
