Skrill a money grabber?

I created (and verified) a Skrill wallet to withdraw affiliate fees and since the funds have been deposited, I have been unable to withdraw to a card/via bank wire/pay a merchant. All attempts to get Skrill to explain what the issue is have failed for the better part of a week now and every time my ticket is closed with the comment: 'Resolved', which it isn't. Looks like Skrill is in the business of receiving customer funds and then making it impossible for them to withdraw these funds again?
