Roof Leaks

Why do management companies still use this people? I have two flats in different schemes and both uses them and do not even ask for 2nd quotes. At both sectional title schemes he makes appointments and never pitch up. When he ever pitch up we still have leaking roofs and problems afterwards. Then he refuses to come and fix his problems. This is now going on for 6 months.
