You have to pay full amount upfront before you get your certificate

Received this big scare mail im in disbelief honestly

I issued your certificate. Please note that for us to issue the Personal Training Certificate, you would need to pay the fees in full.

But does not say this in terms and conditions

Already paid R6 043 Plus shadow me hours R 1960

This is absolutely not acceptable.
