Worst third party agent

Utility management services is the worst third party agent ever 🚮🚮🚮. In the complex where I reside they recently installed prepaid water meters from the above mentioned. They charge a fee of about R300.00 before you can purchase water for the month and even if you don’t buy water you are still charged that amount…I mean you can be away for the whole month and when you get back they’ve closed your water and blocked your water meter to prevent you from buying water . I experienced this and when I ask what the fee is for they can’t answer , they refer me to the owner Alley roads whom can’t answer either. We are being violated as tenants
