pool renovation that shouldn't be used

i had them to re-gel my fiberglass pool, after 2 months spots appeared that lost coating. For 6 months trying to get them to repair it, listening to various excuses and promises (cold weather , we are not running away etc.) but they never came. Friends had similar experience and had to pay for pool bladder to empty the pool so he would come.
