Bad service and a complete scam

Made a purchase online on the 16th April. Purchase did not show on my account. Made contact with them. They confirmed payment and guaranteed me that my order would be shipped immediately. After a couple of emails, I requested a refund. Gave my bank details and have yet to receive my money. I'm so angry at myself for not reading the reviews on this company. My question is this thou....why does this company still operate? I have the name of the owner. What can I do to stop this person from scamming people out of their money?
