Webtourgetaway refuses to refund me

I sent money to Webtourgetaway with the intent of hiring a service. Unfortunately my money did not reflect on time therefore we had to cancel. The consultant that i spoke to assured me that I will get a refund once the money reflects yet I have not received my money or a proof of payment. It has been 13 days with no response or communication and the phones go directly to voicemail
