Annika footwear is a scam

I share the experience of others that this company scams people. I waited almost 3 months for sneakers i ordered, for which I paid upfront. At R699, not cheap. When they eventually arrived in Jan, they were ry small make, inferior quality, with defects. I tried to return them and they responded that they had been a sale item and therefore no returns or refunds were possible. R700 lost! Can we report them to the SA consumer council? We do have laws that protect consumers, but not sure how to go about it. 9
