Awating Foglight

Good day. i bought a vehicle on mothers day for my wife. There was 4 things that should be done on the vehicle. 3 of the things were replaced and fixed. i am waiting close to 3 months now for a left hand led foglight to be replaced. i even went out to get beter price on the foglight and mailed it to them for payment and everyday they said it will be paid that the company can order the light. still no answer and no light. The car went to the test centre with a broken foglight is that allowed.
