Inconsiderate and disrespectful Guard violating Road Rules

Byers Security guards think they own the roads. Their security guard parked in Church Street a one way road completely blocking it. I hooted but the guard blatantly ignored me. He returned to his vehicle to fetch what looked like jumping cables and left the vehicle parked still blocking the road. I hooted again but he just ignored me. I tried to take a photo of him but he did his best to hide. I have laid a complaint with the Traffic Enforcement department and awaiting their investigation. I tried reversing but there were two bikers behind me. I unfortunately had to go over the kerb to reverse damaging my mag in the process. These guards need to be schooled on the Road Rules
