Chase Bank seem to be determined to cut me off from my money, with their overzealous and inflexible security arrangements. I lived in the US until 2016, then retired to South Africa. Much of my last IRS refund from April 2017 is still sitting in Chase Bank, the only reasonable way to spend it is online, directly or by Paypal, usually to buy PC games for my wife. Until a few months ago, I could log into my account from the same old laptop I have had since 2010, then suddenly they did not recognise the device, I had to get a 8-digit code, and the system that is supposed to send the code, usually just repeats the instruction to press #, the code only came about once in a dozen attempts, until they changed it to block you after 3 unsuccessful attempts, so now it never works. Then I had to call, which I could only do by Skype, because calling by landline or mobile phone from South Africa to the US, would be astronomically expensive. They would ask me a few security questions to confirm it is me, and then try to resolve my problem. Then they changed the rules, no more security questions, they have to call me back to confirm it is me, but they cannot call back through Skype, and I can't call from my own phone, so they refuse to speak to me. Now even a payment for a $18 PC game does not process, by entering the card details or by Paypal, and neither Chase nor Paypal will speak to my, so I can't find out why they won't pay. So what next? A new security rule that any account that shows no activity is considered abandoned and they may dispossess me of the $650 left in it? And the lamest reply of all: Just walk into any Chase branch. Yea right, from 8000 miles away.
