Different number plate and license disc on a new car.

Citroen Cape Town, last year September I purchased a new vehicle from Citroen, and I discovered today that the license disc and number plates are not the same, a service I paid them to take care of, if the law enforcement had stopped me my car would have been flagged as ****** or the worst possible scenario if I had gotten into a car accident the insurance would refuse to pay for my vehicle. How are you this negligent????
