Electricity power supply

I work for a company called TopT Tiles which is based in Klerksdorp Central so we haven't had electricity since last week Thursday,apparently because of cable theft I went to the municipality today and apparently a technician visited the site last week but was denied access, my question was how do we deny someone whose going to help us access(just doesn't make sense to me), anyway we've been waiting for the technician since 10a.m till now..... Oh and guess what their land line isn't going through just ringing with no answer, no response to emails.
