No service at Coffee and Cream ORT

I arrived at my table at 09:05 this morning. I waited 5 minutes and then asked for a menu from a waitress passing my table. The restaurant was not full.

At 09:15 I got up and handed my menu back at the cashier, without ordering the Croissant and Orange juice that I would have ordered.
