Did ebay just ***** my money?

I ordered an item from zzperformance_esales (order #03-13297-45304 ), which was cancelled by the seller (due to shipping). I then received an email indicating I will receive my refund in 3-5 business days (on my card). It is now nearing 2 months and I still have not received my refund. Seller says ebay was supposed to do the refund. And ebay's customer service is completely useless.
