Company scamming me out of my money.

Its been months now and I still have not received my refund of R4500.00 from this company. I was told that I have to apologize on Hello Peter first before they will give me my money back. Is this even legal to say that to me? Can someone tell me what I can do about this scamming company? I will be reporting their apparent account details at capitec also. I have been too patient for too long.
