Dishonest or Incompetent?

Genpower came to service my petrol 10kva Honda GX670 unit and it didn't work anymore after they left. On following up with them, they told me that I needed a new carburettor and fuel pump and sent me a quote for over R9878.

I asked another company to check the generator and they told me the choke cable was unhooked and the choke was stuck in the open position.

The repair cost me R750 for the callout...
