Deposit problems- Won't pay it back

We rented a flat in Pretoria and moved out a month ago. When moving out they did an inspection and said to wait 21 days to get the deposit back. It past that date, so called them a few times to hear what the delay. They asked for more documents that we have sent to them, but now they said they can't pay it back till the owner done checking the flat. They can't give a time periode how long that will take and have a few excuses already why the full deposit won't be refunded.

I have the before moving in pictures and moving out pictures, even the inspection document when moving in and out. There no reason for them to keep the deposit back.

Will never ever hire a place from them again! STAY AWAY
