Impact meter services is charging me a water bill of R11500 for 23 days for no leak in my property, but a fault of the water meter system

Impact meter services is charging me a water bill of R11500 for 23 days for no leak in my property, but a fault of the water meter system. This problem went on for 2 months therefore a higher bill is still to come. Is it not the municipality's responsibility to maintain the meter reading system?
