Are they trying to rob us of our deposit?

What does a person have to do get your deposit back from this place?!?! Everything was done by the book in terms of giving notice to move out. The information was given that the deposit would be paid back no later than 14 days after the 1st September 2020. It is now the 17th and when inquiring about the deposit we are being told about the Municipality?
